The General Office of the CPC Central Committee and the General Office of the State Council have jointly issued the "Opinions on Doing a Better Job in Energy Conservation and Carbon Reduction with Higher Levels and Quality".

The opinion requires that we coordinate energy conservation and carbon reduction with industrial optimization and upgrading. We should strengthen the policy coordination between energy conservation and carbon reduction, industrial planning, and production capacity regulation, enhance the incentives and constraints of energy conservation and carbon reduction, and lead the improvement of standards, so as to continuously reduce the industry's dependence on energy. We should vigorously promote energy-saving, low-carbon, and clean production technology, equipment, and products, actively implement market-oriented energy conservation and carbon reduction services, and support the use of digital and intelligent technologies and green technologies to transform and upgrade traditional industries. We should effectively control high-energy consumption and high-emission projects, promote the orderly elimination of backward and inefficient production capacity and process equipment in accordance with the law, and collaboratively resolve structural contradictions in key industries. We should accelerate the development of advanced manufacturing, high-tech industries, and modern service industries, vigorously develop green and low-carbon industries, and actively cultivate new industries and business models that are conducive to energy conservation and carbon reduction. We should promote the construction of zero-carbon parks and develop a "green-for-green" model that utilizes green energy to manufacture green products.

Coordinating energy conservation, carbon reduction, and green energy transformation. We should properly handle the relationship between energy conservation, carbon reduction, and energy security, scientifically regulate the total energy consumption, strictly control fossil energy consumption, further promote coal reduction and oil control, strengthen the management of new coal and oil demand, actively promote the clean replacement of existing coal-fired boilers, industrial kilns, and other coal-using equipment, orderly promote the replacement of scattered coal, and gradually peak coal consumption and oil consumption. We should reasonably control the scale of coal-fired power generation capacity and electricity generation, vigorously develop non-fossil energy and new energy storage, accelerate the construction of a new power system, scientifically plan pumped storage, innovatively develop formats such as direct connection of green electricity and smart microgrids, promote the consumption of green electricity, and gradually increase the coverage of new clean energy electricity generation to meet the new electricity demand of the whole society. We should improve energy production efficiency, promote efficient fossil energy extraction technology and equipment, strengthen coal-fired power generation energy conservation and carbon reduction transformation, flexibility transformation, etc., reasonably determine the scheduling sequence and peak shaving depth of coal-fired power generation, continuously improve the efficiency of wind and solar power generation and the energy conversion efficiency of energy storage devices, and steadily reduce the comprehensive line loss rate of the power grid.

Strengthen building energy conservation and carbon reduction. Strictly manage the energy efficiency of new buildings, optimize the design for building energy conservation and carbon reduction, promote the large-scale development of ultra-low energy consumption buildings, and build "good houses" that are safe, comfortable, green, and smart. Combine efforts with the renovation of old residential areas and clean heating initiatives to actively promote energy conservation and carbon reduction renovations of existing buildings, and strengthen the management of building operation energy conservation and carbon reduction. Establish a building energy efficiency rating system. Optimize the structure of building energy use, orderly promote the integrated construction of building photovoltaics, and promote the substitution of waste heat resources and non-fossil energy heating according to local conditions. Further promote the reform of heating metering, orderly rationalize heating prices, support the renovation and upgrading of aging heating pipe networks and other facilities and equipment, and the intelligent upgrading of heating systems, focusing on improving the energy utilization efficiency in all aspects of heating.
