The opinion requires that we coordinate energy conservation and carbon reduction with industrial optimization and upgrading. We should strengthen the policy coordination between energy conservation and carbon reduction, industrial planning, and production capacity regulation, enhance the incentives and constraints of energy conservation and carbon reduction, and lead the improvement of standards, so as to continuously reduce the industry's dependence on energy. We should vigorously promote energy-saving, low-carbon, and clean production technology, equipment, and products, actively implement market-oriented energy conservation and carbon reduction services, and support the use of digital and intelligent technologies and green technologies to transform and upgrade traditional industries. We should effectively control high-energy consumption and high-emission projects, promote the orderly elimination of backward and inefficient production capacity and process equipment in accordance with the law, and collaboratively resolve structural contradictions in key industries.
